HIPAA & Privacy Standards
Under the Health Insurance Portability and Accountability Act (HIPAA), you have specific rights related to the privacy and security of your health information.
Key Privacy Protections:
- Only individuals with a legitimate medical or operational need can access, use, or share your information.
- Your Protected Health Information (PHI) may be shared without your authorization for:
- Treatment
- Payment
- Healthcare operations
- Certain public benefit purposes allowed by law
All other uses or disclosures of your information require your written consent.

Your Patient Rights
As a patient at Fisher-Titus, you have the right to care that is respectful, safe, private, and informed. You or your representative will be informed of your rights before care begins whenever possible.
You have the right to:
- Equal access to care without discrimination
- Be treated with dignity and respect
- Participate in your treatment decisions and care plan
- Accept or refuse treatment
- Formulate advance directives and have them honored
- Be informed if you are participating in clinical research
- Have a family member or representative notified of your admission
- Receive care in a private, secure, and abuse-free environment
- Access your medical records in a timely manner
- Be informed about your healthcare team and any changes to it
- Know about relationships between the hospital and other care providers
- Request a transfer and understand why
- Receive an itemized cost breakdown for your care
- Understand your insurance coverage and any limitations
- Have pain assessed and managed appropriately
- Ensure your family’s right to informed consent for organ and tissue donation
You also have the right to:
- Name your visitors—family, friends, partners—without discrimination
- Be free from unnecessary restraints
- Assign a surrogate (parent, guardian, medical power of attorney) to make decisions if needed
