Physician Billing Information
Physicians at Fisher-Titus Medical Center are independent practitioners with privileges to practice their specialties at the Fisher-Titus Medical Center. Your treating and consulting physicians along with any physician services received through the emergency rooms, pathology, radiology, cardiopulmonary, anesthesia and surgical areas will be billed to you directly from the physician. These bills are separate from the bill you will receive from Fisher-Titus Medical Center.
As a non-profit community hospital, Fisher-Titus Medical Center is committed to providing health care services to all patients regardless of their ability to pay. Uninsured or under-insured patients may qualify for financial assistance under one of three available programs that cover individuals and families with incomes up to 300% of the federal poverty guidelines.
Hospital Care Assurance Program (HCAP)
This is a State of Ohio mandated program. HCAP requires Ohio Hospitals to provide all inpatient and outpatient medically necessary services, covered under the Medicaid program, free to any Ohio resident who has no third party coverage and has a family income at or under the federal poverty guidelines.
Fisher-Titus Medical Center Cares
This program is for patients who do not qualify for Medicaid or HCAP. It provides a 100% write-off of hospital charges if the family income is between 100% and 200% of federal poverty guidelines. All medically necessary inpatient and outpatient services are covered under this program.
Fisher-Titus Medical Center Community Assistance
This program is for patients who do not qualify for either of the first two programs. All medically necessary inpatient and outpatient services are covered under this program. Community Assistance provides a discount of 20%, based on family size and income. This program is available to those with a family income between 200% and 300% of federal poverty guidelines.

If, after applying available discounts to all medically necessary inpatient and outpatient services, patients' liability exceeds 25% of family income, the bill will adjust not to exceed that amount. Persons with a liability exceeding 25% of family income will be declared "Medically Indigent" and will not be asked to pay amounts due for hospital services exceeding that limit.
